Motorist has daylight sighting near Eureka

SEASON: Summer MONTH: August STATE: Missouri COUNTY: St. Louis County LOCATION DETAILS: Interstate 44 west past Eureka approximately 1-2 miles. Westbound direction.
Milepost 259 NEAREST TOWN: Pacific NEAREST ROAD: Interstate 44 OBSERVED: I was driving home after work one day in the summer, heading west. Just past Eureka there are some very large hills that the Interstate 44 has cut through. It was on the top of one of these hills I saw something standing there, pointing to the top of the other hill, on the other side of the Interstate.
I only saw it until I passed the hill, and then my vision was blocked. It appeared very tall, and was very dark, almost all black. The arm seemed very long. What I found puzzling was that there was no light colored face, like in a human. It has taken me a while to report this, as I still am not completely sure what I saw that day. I can't get it out of my mind, that it was not a man. I could not see any clothes lines, like the end of a shirt or pants. It would have been to dangerous to pull over and back up on the Interstate, to get a better view. ALSO NOTICED: No. OTHER WITNESSES: No. OTHER STORIES: No. TIME AND CONDITIONS: Approximately 4 p.m. Daylight, Sun in the west, overhead.
Clear sky. ENVIRONMENT: Interstate cuts through the surrounding hills, very tall hills, from the level of the interstate.
Follow-up investigation report by BFRO Investigator Stan Courtney:
I spoke with the witness by phone.
He stated that the animal was over six feet tall and he saw it raise its arm and point across the hill to the other side of Interstate 44. He saw it for approximately twenty seconds, but could not make out any facial features.
He was very impressed with the arm being long, seemingly out of proportion from what a human's arm would be.
